In the Economist, The World in 2005, Carly Fiorina of HP writes in "Totally Digital" (page 111)

And [this digital transformation] will change democracy. Today millions of consumers vote for "American Idol" finalists using their mobile phones. How long before they expect to cast ballots the same way?

Hopefully never.

more on Swiss e-voting

Ok, this is a bit of a vague trail as the article isn't available and I don't read German.

Anyway, Google turned up

use electronic voting if that option was available, according to gfs.bern's
study ...

At gfs.bern I found a news release from today in German, which Babelfish translates as

The vote électronique - the elektronsiche casting of votes - has under the voter a Mehrheitspotenzial, as an evaluation of a special part of VOX analyses shows in the years 2003 and 2004.

Wandering around the gfs.bern site I found www.polittrends.ch/modernisierung/vote-electronique.php which says in German (again, translated)

e-voting today under be correct one and voter knows the scarcely majorityable Potenzial. The most important requirement e-voting from citizen view is the simplicity of the instrument on. The most important doubts concern the different aspects of the security of the casting of votes. Primarily it might come to a substitution of the brieflichen casting of votes; it can come however in second line also to a change of the composition of the being correct. The use will be coined/shaped by three generation-specific experiences with political participation

telephone voting proposed for Canada in 1999

In 1999, Bill C-268 was proposed to allow "electronic voting" (actually telephone voting as the French translation makes clear).

I am currently assuming this was a private members bill that didn't pass.

Note for non-Canadians: The bill numbers are repeated again, so you need to know the year or session of parliament to know which bill C-268 someone is referring to. Also, private members bills almost never pass (the government controls the official legislative agenda).
